When delivered there are two options, either have batteries provided separately in a paper carton or to have them pre-inserted. In some instances, the pre-inserted batteries will have a plastic slip which separates the terminals from the battery. This small plastic sheet is to preserve battery life and to ensure that corrosion and rust do not occur, particularly if you store the units for an extended period.
